Abstract

Abstract

This study aims to analyze a local economic development strategy based on Local Economic Resource Development (LERD) to improve community welfare in Sukahati Village, Cilawu District, Garut Regency. The study is motivated by the gap between the village’s considerable local resource potential and community welfare conditions that have not improved optimally. This research employed a qualitative approach with an instrumental case study design. Informants were selected purposively and expanded through limited snowball sampling, including village government officials, BUMDes representatives, farmer groups, MSME actors, women’s groups, youth, community leaders, and residents involved in local economic activities. Data were collected through semi-structured interviews, participatory observation, documentation, and focus group discussions. The data were analyzed thematically through data condensation, data display, and conclusion drawing and verification. The findings reveal five main themes: agriculture-based household economic vulnerability, unintegrated local potential, low added value of local commodities, suboptimal village economic institutions, and strong social capital that has not yet been fully transformed into productive economic power. This study confirms that LERD can serve as a strategic framework for connecting local assets, community capacity, village institutions, value chains, market access, and multi-stakeholder collaboration. The findings imply the need to revitalize BUMDes, strengthen MSMEs, diversify agricultural products, involve women and youth, and integrate LERD strategies into village development planning.

Abstrak

Penelitian ini bertujuan menganalisis strategi pengembangan ekonomi lokal berbasis Local Economic Resource Development (LERD) dalam meningkatkan kesejahteraan masyarakat Desa Sukahati, Kecamatan Cilawu, Kabupaten Garut. Penelitian ini dilatarbelakangi oleh adanya kesenjangan antara potensi sumber daya lokal yang cukup besar dan kondisi kesejahteraan masyarakat yang belum berkembang secara optimal. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus instrumental. Informan dipilih secara purposif dan diperluas melalui snowball sampling terbatas, meliputi aparat pemerintah desa, unsur BUMDes, kelompok tani, pelaku UMKM, kelompok perempuan, pemuda, tokoh masyarakat, dan warga yang terlibat dalam aktivitas ekonomi lokal. Data dikumpulkan melalui wawancara semi-terstruktur, observasi partisipatif, dokumentasi, dan diskusi kelompok terarah. Data dianalisis secara tematik dengan tahapan kondensasi data, penyajian data, serta penarikan dan verifikasi kesimpulan. Hasil penelitian menunjukkan lima temuan utama, yaitu kerentanan ekonomi rumah tangga berbasis pertanian, potensi lokal yang belum terintegrasi, rendahnya nilai tambah komoditas, kelembagaan ekonomi desa yang belum optimal, dan modal sosial yang belum sepenuhnya menjadi kekuatan ekonomi produktif. Penelitian ini menegaskan bahwa LERD dapat menjadi kerangka strategis untuk menghubungkan aset lokal, kapasitas masyarakat, kelembagaan desa, rantai nilai, akses pasar, dan kolaborasi multipihak. Implikasi penelitian menunjukkan perlunya revitalisasi BUMDes, penguatan UMKM, diversifikasi produk pertanian, pelibatan perempuan dan pemuda, serta integrasi strategi LERD ke dalam perencanaan pembangunan desa.
