Bridging Knowledge, Policy, and Practice in Disaster-Responsive Social Welfare: An Institutional Framework from Cianjur, Indonesia

Abstract

This study examines the grand design of the role of Politeknik Kesejahteraan Sosial (Poltekesos) in social welfare services, particularly in disaster management in Cianjur. Disasters create multidimensional impacts, including physical, psychological, social, and economic problems, requiring an integrated and sustainable social service system. This research aims to analyze the role of Poltekesos and formulate a conceptual framework to strengthen its contribution within the social welfare system. The study uses a qualitative approach with a case study method, supported by observation, documentation, and literature review. The results show that Poltekesos has a strategic role in strengthening human resources, providing psychosocial support services, and bridging policy with field implementation. However, there are still challenges related to system integration, coordination, and operational readiness. The proposed grand design emphasizes strengthening institutional roles, improving coordination mechanisms, and developing adaptive service systems. This approach is expected to enhance the effectiveness, responsiveness, and sustainability of social welfare services in disaster situations, particularly for vulnerable groups.
